Traffic stop leads to arrest

  James Franklin Ray, age 39, of Searcy and Angelina Minga, age 37, of Balk Knob were arrested on July 8 following a traffic stop conducted by Searcy County Deputy Joey Baysinger on Hwy. 65 across from Wade's on Hwy. 65.

  According to Searcy County Sheriff Kenny Cassell, Baysinger decided to conduct the traffic stop after he noticed Minga's vehicle cross over the centerline and fog line on multiple occasions. After approaching the vehicle, he noticed the smell of marijuana. When Baysinger asked Minga why he smelled marijuana coming from her car, she stated that her passenger, James Ray, had a medical marijuana card. However, the crime information computer system had no record of Ray having a medical marijuana card.

  Baysinger noticed that Ray was in lying in his seat and appeared to be unresponsive. After checking on Ray and getting no response, Searcy County Deputy Dustin Rosenberger had an ambulance dispatched to their location.

 During a search of the vehicle, deputies found what appeared to be a marijuana cigarette in the passenger door pocket. On the floor board, they found package they appeared to be white marijuana cigarettes in it. They also found a bag that contained a green leafy substance.

  Ray was transported by air ambulance to Baxter Regional Medical Center in Mountain Home for treatment of a drug overdose.

  Minga was arrested and transported to the Searcy County Detention Center for misdemeanor possession of drug paraphernalia and misdemeanor possession of a Schedule VI narcotic LT 4 ounces. Ray was charged with misdemeanor possession of drug paraphernalia and misdemeanor possession of a Schedule VI narcotic LT 4 ounces.
